to the State by the federal government; and
WHEREAS, There is a separate program for the disposition of State
surplus personal property which is administered by a unit of
the Department of General Services,; and
WHEREAS, The services provided by the Maryland State Agency for
Surplus Property and the State surplus property program are
similar; and
WHEREAS, Combining the Maryland State Agency for Surplus Property
and the State surplus personal property program into one
unit will avoid duplication of resources and is the most
cost effective way to distribute federal and State surplus
property in Maryland; and
WHEREAS, The structure and composition of the Department of
General Services makes it the appropriate agency to fulfill
the requirements of surplus personal property disposition in
Maryland;
NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, HEREBY RESCIND EXECUTIVE
ORDER DATED DECEMBER 21, 196 4 (SURPLUS PROPERTY) AND
EXECUTIVE ORDER 01.01.1977.09 AND PROMULGATE THE FOLLOWING
EXECUTIVE ORDER:
A. The Maryland State Agency for Surplus Property,
including but not limited to its allocated positions,
inventory, working capital reserve, real and personal
property and surplus property trust fund, is hereby
transferred from the University of Maryland to the
Department of General Services.
B. The Department of General Services shall have all
duties, responsibilities, powers, and authorities to
carry out the disposition of Federal surplus personal
property in Maryland through the Maryland State Agency
for Surplus Property in accordance with Public Law
94-519.
C. The effective date of this Executive Order is July 1,
1987.
