WILLIAM DONALD SCHAEFER, Governor

WHEREAS, While the efforts of these agencies are to be
commended, a coordinated approach is needed because of the extent
of the drug abuse problem; and

WHEREAS, A coordinated approach will take into consideration
education and law enforcement and could be accomplished through a
centralized State drug enforcement administration;

WHEREAS, Because of the extent of the drug problem there is
a critical need to determine whether or not there should be a
centralized State drug enforcement administration with broad
powers in the area of prosecution and law enforcement to be
called "The Maryland State Drug Enforcement Administration"; and

WHEREAS, The information needed to determine the
advisability and feasibility of creating a centralized State drug
enforcement administration should be obtained from the local drug
agencies and all relevant drug enforcement leaders in Maryland
and the federal government; and

WHEREAS, Special consideration should be given to
incorporating similar responsibilities of the Federal Drug
Enforcement Administration into the proposed State Drug
Enforcement Administration; now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Governor is requested to establish a Task Force to study the
advisability and feasibility of establishing a Centralized
centralized State Drug Enforcement Administration; and be it
further

RESOLVED, That the Task Force to study the advisability and
feasibility of a State Drug Enforcement Administration be
composed of:

(1)  2 members of the House of Delegates, appointed by
the Speaker of the House, and 2 members of the Senate of
Maryland, appointed by the President of the Senate; and

(2)  A representative from the discipline of
education, a representative from the State judiciary, a
representative from local law enforcement, and a representative
of the Superintendent of the State Police, appointed by the
Governor; and

(3)  A representative from the State Attorney
General's Office, appointed by the Attorney General; and

(4) A representative of the Maryland State's
Attorneys'
Association who is an active member of the Maryland
Bar, appointed by the Maryland State's Attorneys' Association;
and
