AN ACT concerning
Child Abuse and Neglect Reporting—
Attorney Client Privilege
Family Law - Certain Notice Requirement - Exceptions
FOR the purpose of prohibiting a certain child abuse and neglect
reporting requirement from impairing or abrogating a
attorney client privilege; making stylistic changes; and
generally relating to the attorney client privilege under
the mandatory child abuse and neglect reporting requirement
providing that certain persons are not required to provide
notification of certain child abuse or neglect under
specific circumstances.
BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

(a) [Notwithstanding] (1) EXCEPT FOR THE ATTORNEY CLIENT
PRIVILEGE, NOTWITHSTANDING any other provision of law, including
[any] A law on privileged communications, each health
practitioner, police officer, of educator or human service
worker, acting in a professional capacity, who has reason to
believe that a child has been subjected to:
[(1)] (i) 1. abuse, shall notify the local department
or the appropriate law enforcement agency; or
[(ii)] 2. neglect, shall notify the local
department; and
[(2)](II) If acting as a staff member of a hospital,
public health agency, child care institution, juvenile detention
center, school, or similar institution, immediately notify and
