extent that work may begin upon satisfactory
assurances to the Board of Public Works that
the project can be completed with the
aggregate of the funds herein and heretofore
appropriated for this purpose.....................

(b)  Supplement the appropriation, "Acquire land
for expansion of the Langsdale Library...",
originally made by Chapter 670 on page 2178
of the Acts of 1983; Section 1(5) of Chapter
670 of the Acts of 1983 being hereby modified
to the extent that work may begin upon
satisfactory assurances to the Board of
Public Works that the project can be
completed with the aggregate of the funds
herein and heretofore appropriated for this
