Ch. 536                                            LAWS OF MARYLAND

BEGINNING ON JULY 1, 1990, AND BIANNUALLY THEREAFTER, EACH
COUNTY, AS A PART OF THEIR SOLID WASTE PLAN UPDATE, SHALL PROVIDE
A REPORT TO THE DEPARTMENT WHICH SHALL INCLUDE:

(1) THE TOTAL AMOUNT, BY WEIGHT, OF SOLID WASTE
COLLECTED;

(2) THE TOTAL AMOUNT, BY WEIGHT, OF SOLID WASTE

DISPOSED OF AT SOLID WASTE ACCEPTANCE FACILITIES;

(3)  THE AMOUNT AND TYPES OF MATERIALS RECYCLED;

(4)  THE METHODS OF DISPOSAL OF SOLID WASTE USED,
OTHER THAN RECYCLING; AND

(5)  THE PERCENTAGE REDUCTION IN THE AMOUNT OF SOLID
WASTE NEEDING DISPOSAL THAT HAS BEEN ACHIEVED.

(A) BY JULY 1, 1990, THE OFFICE OF RECYCLING, IN
COOPERATION WITH THE DEPARTMENT OF GENERAL SERVICES AND OTHER
STATE AGENCIES, SHALL DEVELOP A RECYCLING PLAN THAT REDUCES BY
RECYCLING THE AMOUNT OF THE SOLID WASTE STREAM GENERATED FOR
DISPOSAL BY STATE GOVERNMENT BY AT LEAST 20 PERCENT OR 10 AN
AMOUNT THAT IS DETERMINED PRACTICAL AND ECONOMICALLY FEASIBLE,
BUT IN NO CASE MAY THE AMOUNT TO BE RECYCLED BY LESS THAT 10
PERCENT.

(B) BY JANUARY 1, 1992 EACH STATE AGENCY AND UNIT OF STATE
GOVERNMENT SHALL IMPLEMENT THE RECYCLING PLAN REQUIRED UNDER
SUBSECTION (A) OF THIS SECTION.

(D) TO ENCOURAGE THE MAXIMUM PURCHASE OF MATERIALS
UTILIZING RECYCLED MATERIALS, THE DEPARTMENT OF GENERAL SERVICES,
IN CONSULTATION WITH THE UNIVERSITY OF MARYLAND, THE MARYLAND
ENVIRONMENTAL SERVICE, THE DEPARTMENT OF TRANSPORTATION, AND THE
DEPARTMENT OF THE ENVIRONMENT, SHALL DEVELOP A PLAN BY JULY 1,
1990 TO INCREASE THE STATE PURCHASE OF MATERIALS MADE FROM
RECYCLED SOLID WASTE. THE DEPARTMENT OF GENERAL SERVICES SHALL
SUBMIT A REPORT FOR THE IMPLEMENTATION OF THE PLAN TO THE
GOVERNOR AND GENERAL ASSEMBLY NO LATER THAN JULY 1, I991.

(E) EACH STATE UNIT SHALL REVIEW THE PROCUREMENT
SPECIFICATIONS CURRENTLY USED BY THE UNIT BY JANUARY I, 1990,
AND, TO THE EXTENT PRACTICABLE, REQUIRE THE USE OF SUPPLIES AND
MATERIALS CONTAINING RECYCLED MATERIALS.
