SECTION 2. AND BE IT FURTHER ENACTED, That the Office of
Recycling within the Department of the Environment shall study
the availability of local, national, and international markets
for recyclable materials and report its findings to the Senate
Economic and Environmental Affairs Committee and the House of
Delegates Environmental Matters Committee on or before July 1,
1989.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1988.
FOR the purpose of creating an Office of Recycling within the
Department of the Environment; providing for the appointment
of a Director of the Office of Recycling; providing certain
duties for the Office of Recycling; specifying that the
Secretary may not issue certain permits unless a certain
recycling plan has been submitted; prohibiting the issuance
of certain building permits under certain circumstances;
specifying certain criteria for certain recycling plans;
requiring implementation of certain recycling plans within
certain time periods; requiring the Office of Recycling to
provide assistance to counties under certain circumstances;
providing for the development of a plan by a certain date to
increase the State purchase of materials made from certain
recycled waste; defining certain terms; requiring certain
reports by a certain date; requiring a county's water and
sewerage plan to include a certain recycling plan by a
certain date; providing that it is the intent of the General
Assembly that there shall be a certain amount of grant money
in the State budget for a certain fiscal year for a certain
purpose; providing that counties may have a certain delay in
developing a recycling plan under certain circumstances; and
generally relating to the creation of an Office of Recycling
and the inclusion of a recycling plan in a county's water
and sewerage plan.
BY adding to
Article - Environment
Section 9-204.1; 9-505(a)(18) and (19) and (c); 9-512(b)(5)
and (6); and 9-1601 through 9-1606, inclusive, to be
under the new subtitle "Subtitle 16. Office of
Recycling"
