alternative technologies is
not precluded, nor the
environment created for a
limited response.
3. In assessing needs related to
routine interhospital
transfers, the Department
shall conduct a "make or buy"
analysis to determine the
feasibility of subcontracting
this portion of the mission
requirements to private sector
providers, considering the
comparative costs, quality and
effectiveness of the services
likely to be obtained.
4. The Budget Committees shall be
kept fully advised as mission
requirements are documented,
and various procurement
milestones are reached.
It is the intent of the General
Assembly that no solicitation may
be published or contract awarded
without prior approval of review
by the Budget Committees.
