WILLIAM DONALD SCHAEFER, Governor
WHEREAS, In view of the high costs of the workers compensation
system, the effect of those costs on economic development
and the business climate in Maryland, and a need to
coordinate efforts to improve the workers' compensation
system, the Governor's Commission to Study the Workers'
Compensation System was created, by Executive Order, on June
5, 1986; and
WHEREAS, The Governor's Commission to Study the Workers'
Compensation System studiously and seriously undertook an
examination of workers' compensation in Maryland; and
WHEREAS, After numerous meetings and the receipt of much
testimony, the Commission found that there were serious
problems with the workers' compensation system in this
State; and
WHEREAS, The majority of the recommendations of the Governor's
Commission to Study the Workers' Compensation System were
included in legislation introduced by the Administration
during the 1987 Session of the General Assembly of Maryland;
and
WHEREAS, Upon the enactment of that legislation (House Bill 238
and House Bill 239), significant progress will have been
made toward addressing the problems of the workers'
compensation system; and
WHEREAS, Under the terms of the Executive Order that created the
Commission, that body continues in existence until
terminated by Executive Order.
NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, HEREBY RESCIND EXECUTIVE
ORDER 01.01.1986.11. AND, ABOLISH THE GOVERNOR'S COMMISSION
TO STUDY THE WORKERS' COMPENSATION SYSTEM, EFFECTIVE
IMMEDIATELY.

EXECUTIVE AGENCY POLICY ON SMOKING
WHEREAS, Medical evidence demonstrates that smoking is harmful to
the health of individuals who smoke; and
WHEREAS, Smoke from cigarettes, cigars and pipes can be an
