EXECUTIVE ORDERS

(a) Two members of the Senate of Maryland designated
by the President of the Senate;

(b) Two members of the House of Delegates designated
by the Speaker of the House;

(c)  A representative of the State Department of Human
Resources;

(d)  A representative of the State Department of
Health and Mental Hygiene;

(e)  A representative of the State Department of
Education;

(f)  A representative of the State judiciary;

(g)  A representative of a State's attorney's office;

(h) Two representatives of a private social service
agencies;

(i) A representative of the Maryland Nurses
Association;

(j)     A representative of a law enforcement agency;

(k)     A teacher;

(1)     A pediatrician; and

(m)     Two members of the general public.

4.  The Governor shall select the chairperson of the
Council.

5.  The term of a nongovernmental member is three years.
The terms of these members shall be staggered as
required by the terms of the initial appointments. In
case of a vacancy, the Governor shall appoint a
successor for the remainder of the unexpired term...

6.  The members of the Council shall serve without
compensation. The members shall be reimbursed for
reasonable expenses incurred in the performance of their
duties in accordance with the standard travel
regulations and as provided in the State budget.

7.  The Council shall annually report and make
recommendations to the Governor and the General Assembly
on:

(a) The coordination and effectiveness of existing
