VETOES

(I)  THE SECRETARY OF BUDGET AND FISCAL
PLANNING; AND

(II)  THE SECRETARY OF STATE PLANNING;

(4)  A REPRESENTATIVE OF THE MARYLAND ASSOCIATION OF
COUNTIES, APPOINTED BY THE PRESIDENT OF THE ASSOCIATION; AND

(5)  A REPRESENTATIVE OF THE MARYLAND MUNICIPAL
LEAGUE, APPOINTED BY THE PRESIDENT OF THE LEAGUE.

(B) (1) THE TERMS OF THE REPRESENTATIVES OF THE MARYLAND
ASSOCIATION OF COUNTIES AND THE MARYLAND MUNICIPAL LEAGUE ARE 4
YEARS.

(2)  AT THE END OF A TERM, A REPRESENTATIVE MEMBER
CONTINUES TO SERVE UNTIL A SUCCESSOR IS APPOINTED AND QUALIFIES.

(3)  A REPRESENTATIVE MEMBER WHO IS APPOINTED AFTER A
TERM HAS BEGUN SERVES ONLY FOR THE REMAINDER OF THE TERM AND
UNTIL A SUCCESSOR IS APPOINTED AND QUALIFIES.

SECTION 2. AND BE IT FURTHER ENACTED, That the terms of the
representative members of the Commission serving on July 1, 1987
expire on July 1, 1991.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 818.

This bill increases the number of members on the Wicomico
County Board of Education from five to seven, and extends the
current four year term to five years.

Senate Bill 605, which was passed by the General Assembly
and signed by me on May 14, 1987, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 818.
