JOINT RESOLUTIONS

Honorable R. Clayton Mitchell, Jr., Speaker of the House of
Delegates; the Honorable Wayne A; Cawley, Jr., Secretary of
Agriculture, 50 Harry S. Truman Parkway, Annapolis, MD 21401; and
the Honorable Adele Wilzack, R.N., M.S., Secretary of Health and
Mental Hygiene, 201 West Preston Street, Baltimore, MD 21201, who
is requested to forward copies of this Resolution to the other
members of the Task Force.

                           (House Joint Resolution No. 19)

A House Joint Resolution concerning

Maryland's Striped Bass

FOR the purpose of requesting the Governor and the Legislative
Policy Committee to establish a White Paper Committee on
Striped Bass in order to review and provide recommendations
to the Department of Natural Resources on the striped bass
management plans being prepared by the Atlantic States
Marine Fisheries Commission and the Department of Natural
Resources with respect to appropriate and adequate
biological needs of the striped bass and the social needs of
the citizens of Maryland.

WHEREAS, The draft Atlantic States Marine Fisheries
Commission Striped Bass Plan will be completed for Maryland's
review and recommendations around December 31, 1987; and

WHEREAS, The Department of Natural Resources under the
Fisheries Management Plans of the Chesapeake Bay Initiative will
prepare a draft Striped Bass Plan responsive to the Commission
Plan by approximately July 1, 1988; and

WHEREAS, The Department of Natural Resources will need to
adopt regulations responsive to the plans when the striped bass
restoration is realized and it is deemed advisable to remove the
moratorium under § 4-2A-05.1 of the Natural Resources Article;
and

WHEREAS, It is the intent of the General Assembly to
establish an enforceable and fair fishing strategy that insures
ensures adequate reproduction over the foreseeable future; now,
therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Legislative Policy Committee and the Governor establish a White
