TO OFFERING FULL-DAY OR RESIDENTIAL SERVICES, UNLESS THERE IS AN
EMERGENCY NEED FOR IMMEDIATE FULL-DAY OR RESIDENTIAL PLACEMENT.
(C) ELIGIBLE PERSONS SELECTED FOR SERVICES BY THE
ADMINISTRATION SHALL BE INFORMED OF INDIVIDUAL SUPPORT SERVICES
AND ENCOURAGED TO USE THEM, AS APPROPRIATE, PRIOR TO BEING
OFFERED FULL DAY OR RESIDENTIAL SERVICES.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1987.

AN ACT concerning
Family and Individual Support Services Programs
FOR the purpose of clarifying that the Mental Retardation and
Developmental Disabilities Administration is required to
contract with private nonprofit community-based
organizations for the provision of family support services
in each county or region of the State; requiring the Family
Support Services Programs and Individual Support Services
Program to be funded and exempt from the State procurement
process; requiring the Mental Retardation and Developmental
Disabilities Administration to base the amount of a grant
for family support services to a county or region upon the
needs of the eligible families in each locality in
accordance with certain data; clarifying that the Secretary
of Health and Mental Hygiene is required to request budget
support that is sufficient to operate the Family Support
Services Program and build its capacity so that all counties
of the State are served; requiring the Secretary, to the
extent that funds are provided by the Governor in the State
budget, to assume financial responsibility for the program
in every county after a certain date; requiring the
Department Secretary of Health and Mental Hygiene by a
certain date to request sufficient budget support and assume
financial responsibility for the family support services
project serving certain counties; establishing an Individual
Support Services Program; requiring the Mental Retardation
and Developmental Disabilities Administration to enter into
grant agreements with private nonprofit community based
organizations for the provision of individual support
services; requiring funding allocated to each provider to
