by any of the foregoing, are hereby declared to be valid, legal,
binding and enforceable obligations to the extent of the
obligation as provided in any such bonds, notes, instruments,
certificates or evidences of indebtedness and the proceedings
relating to the issuance thereof.
SECTION 9 12. AND BE IT FURTHER ENACTED, That, if any
provision of this Act or the application thereof to any person or
circumstance is held invalid for any reason in a court of
competent jurisdiction, the invalidity does not affect other
provisions or any other application of this Act which can be
given effect without the invalid provisions or application, and
for this purpose the provisions of this Act are ' declared
severable.
SECTION 10 13. AND BE IT FURTHER ENACTED, That, the
provisions of this Act creating the Maryland Small Business
Extension Service Center Program, and any regulations adopted
under this Act the Maryland Small Business Extension Service
Program shall be void and of no effect after July 1, 1990.
SECTION 11. 14. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1987.

AN ACT concerning
Litter Control Law
FOR the purpose of altering the penalties for violations of the
Litter Control Law; and providing that, under certain
circumstances, it is not necessary that the owner of certain
property be present at any court proceeding regarding a
violation of the Litter Control Law.
BY repealing and reenacting, with amendments,
Article 27 - Crimes and Punishments
