the term includes medical or health care facilities of the
University of Maryland;
(ii) Nonprofit life care or continuing care
communities providing self-contained residence facilities for the
retired or elderly, but does not include any facility as
described in this [sentence] ITEM which is owned and operated by
the State unless approved by the Board of Public Works and the
Joint Budget and Audit Committee of the General Assembly; and
(iii) Any combination of any of the facilities
and centers enumerated in [subparagraphs (i) and (ii) of this
Section 3(h)(2)] ITEMS (I) AND (II) OF THIS PARAGRAPH.

(g) (2) (ii) The power granted to the Authority in [item
(i)] SUBPARAGRAPH (I) of this paragraph shall be deemed to
provide additional, alternative, and supplemental authority and
shall be regarded as supplemental and additional to powers
conferred upon the Authority by this article and shall not be
regarded as in derogation of or as a limitation to any power of
the Authority now existing under this article.
(3) (i) Subject to the provisions of [item (ii)]
SUBPARAGRAPH (II) of this paragraph, the Authority may authorize
the executive director to accomplish any of the actions described
in paragraph (2)(i) of this subsection.

(c) The Maryland Hospital Bond Program is hereby created
within the Maryland Health and Higher Educational Facilities
Authority. The Program shall provide for the payment and
