(ii) Standards of care, including provisions to
administer any early, periodic screening diagnosis and treatment
program that the [Department] AGENCY approves for establishment
under Title 42, § 1396d(a)(4)(B) of the United States Code and to
treat appropriately any condition that the screening reveals; and

(2) Order any needed changes in the policy, conduct,
or management of a facility to provide adequate care for the
children and adequate services to the courts.

(c)  The [Administration] AGENCY shall develop within each
facility special programs that are designed to meet the
particular needs of its population.

(d)  The [Administration] AGENCY shall develop and provide
within each facility educational programs that are designed to
meet the particular needs of its population.

[6-119.] 2-119.

(a)  With the consent of the State Advisory Board, the
Director may establish an advisory board for 1 or more
facilities.

(b)  Each board shall consist of individuals who the
Director and the State Advisory Board believe may be helpful in
matters that relate to the effective operation and improvement of
the facilities.

[6-119.1.] 2-119.1.

(a). (1) With the advice and consent of the Senate, the
Governor shall appoint a Charles H. Hickey, Jr. School Citizen's
Advisory Committee.

(2) The terms and qualifications of members of the
Committee shall be determined by the Governor.

(b)  The Committee shall be composed of the following
members:

(1)  3 individuals to be selected at large; and

(2)  9 individuals selected from surrounding community
associations.

(c)  The Committee shall:

(1)  Exchange ideas and information with the operating
agents of the Charles H. Hickey, Jr. School;

(2)  Receive and coordinate with the appropriate
authorities the disposition of complaints lodged by individuals
