(3)  At the end of a term, a member continues to serve
until a successor is appointed and qualifies.

(4)  A member who is appointed after a term has begun
serves only for the rest of the term and until a successor is
appointed and qualifies.

(5)  (i) Except as provided in subparagraph (ii) of
this paragraph, a member who serves 2 consecutive full 4-year
terms may not be reappointed for 4 years after completion of
those terms.

(ii) An initial member of a Board who serves 3
consecutive full 4-year terms may not be reappointed for 4 years
after completion of those terms.

SECTION 2. AND BE IT FURTHER ENACTED, That the residency
requirements established by this Act for the Spring Grove
Hospital Center Citizens Advisory Board shall be applied as soon
as is possible without requiring the early termination of the
term of any member serving on the Board on the effective date of
this Act.

SECTION 2 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1986.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 919. The enrolled
bill affects the County Committees of the Maryland Historical
Trust in Cecil and Prince George's Counties. Certain provisions
related to Cecil and Prince George's Counties. Certain
provisions related to Cecil County are inconsistent with other
legislation already enacted and signed into law and, in addition,
provide for the transfer of certain funds to an entity that has
not received approval from the Maryland Historical Trust.
Fortunately, the provisions of the bill related to Prince
George's County will be given effect because I have signed House
Bill 1682.

Senate Bill 919 and House Bill 1682 were originally
introduced as identical companion bills to provide that the
portion of the marriage ceremony fee imposed in Prince George's
