and appreciated and where silence in the face of deliberate acts
of wanton hatred cannot and must not be tolerated in this State";
now, therefore, be it

RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the

Governor is requested to establish a task force to study,
develop, and implement methods for dealing with incidences of
racial and other forms of hatred in the public schools of this
State; and be it further

RESOLVED, That the task force gather information to
determine whether the State Human Relations Commission should
have the appropriate agency to have jurisdiction to deal with the
type of discrimination that currently plagues this recurrent
discrimination in the public schools of this State; and be it
further

RESOLVED, That the task force be composed of:

(1)  One member of the House of Delegates, appointed by the
Speaker of the House, and one member of the Senate of Maryland,
appointed by the President of the Senate; and

(2)  Representatives from the State Board of Education, the
State Human Relations Commission, the Office for Children and
Youth, the Office of Minority Affairs, and the Office for
Handicapped Individuals; and be it further

RESOLVED, That the Governor designate the chair of the task
force; and be it further

RESOLVED, That the task force report its interim findings
and recommendations to the General Assembly by December 1, 1986
January 15, 1987, and issue its final report by October 1, 1987;
and be it further

RESOLVED, That staff for the task force be provided by the
State Department of Education; and be it further

RESOLVED, That copies of this Resolution be forwarded by the
Department of Legislative Reference to the State Board of
Education, 200 W. Baltimore Street, Baltimore, Maryland 21201;
State Human Relations Commission, 20 E. Franklin Street,
Baltimore, Maryland 21202; Office for Children and Youth, 301 W.
Preston Street, Suite 1502, Baltimore, Maryland 21201; Office of
Minority Affairs, 1123 N. Eutaw Street, #723, Baltimore, Maryland
21201; Office for Handicapped Individuals, Old Armory Building,
11 Bladen Blvd., Annapolis, Maryland 21401; and be if further

RESOLVED, That copies of this Resolution be forwarded by the
Department of Legislative Reference to the Honorable Harry
Hughes, Governor of Maryland, the Honorable Melvin A. Steinberg,
President of the Senate of Maryland, and the Honorable Benjamin
L. Cardin, Speaker of the House of Delegates.
