(15) 1 representative of the Department of Human Resources;
and be it further

RESOLVED, That the members of the task force not   be paid a

salary but may be reimbursed for travel and meal     costs in

accordance with the Standard State Travel Regulations;   and be it
further

RESOLVED, That the Governor appoint a chairperson and vice
chairperson from the members of the task force; and be it further

RESOLVED, That the task force present a report to the
Governor and the General Assembly by December 31, 1986; and be it
further

RESOLVED, That staff for the task force be provided jointly
by the Department of Education and the Department of Health and
Mental Hygiene; and be it further

RESOLVED, That a copy of this Resolution be forwarded by the
Department of Legislative Reference to the Honorable Harry
Hughes, Governor of Maryland, the Honorable Melvin A. Steinberg,
President of the Senate of Maryland, and the Honorable Benjamin
L. Cardin, Speaker of the House of Delegates of Maryland; to
David W. Hornbeck, State Superintendent of Schools, 200 W.
Baltimore Street, Baltimore, Maryland 21201; and to Adele
Wilzack, Secretary of Health and Mental Hygiene, 201 W. Preston
Street, 5th Floor, Baltimore, Maryland 21201; and Ruth Massinga,
Secretary of Human Resources, 1100 North Eutaw Street, Baltimore,
Maryland 21201.

A Senate Joint" Resolution concerning

The Republic of South Africa

FOR the purpose of urging the immediate and unconditional release
of Nelson Mandela and all other South African political
prisoners and detainees.

WHEREAS, The Republic of South Africa is the only country in
the world to base its governmental system on racism, openly
refusing the most fundamental civil and political rights,
including citizenship, to the black majority population; and

WHEREAS, The South African system, known as apartheid, has
been condemned by the world community as illegitmate and a crime
