(I) KEEP THE EXCESS REVENUES IN A SPECIAL FUND;

(II) USE THE FUND FOR REPAIRS, REPLACEMENT, AND
EXTRAORDINARY EXPENSES OF THE WATER SYSTEM OR SEWER SYSTEM; OR

(3) (III) USE THE FUND FOR ANY OTHER PURPOSE RELATING
TO THE OPERATION OF THE SERVICE AREA TO WHICH THE FUND RELATES.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

(House Bill 1727)

AN ACT concerning

Merit System - Grievances - Reclassification

FOR the purpose of requiring the Secretary of Personnel in
certain reclassification grievance cases to audit a
position, under certain circumstances, after certain steps
in the grievance process have occurred to determine if the
position is appropriately classified; and generally
relating to the grievance procedure and auditing of certain
positions by the Secretary of Personnel.

BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 64A - Merit System

54.

(a) There shall be five steps in this procedure.

(1) Step one shall be the initiation of a complaint.
Grievances must be initiated within 30 days of the alleged
complaint or within 30 days after the complaining employee
reasonably may be held to have knowledge of the act of which he
