public local laws and by the public general laws, and such
expenses as are provided by law and by the current practice in
the several counties. The State's attorneys shall receive annual
payments for office, traveling and other expenses. All payments
for salaries and expenses shall be made by the respective
counties in equal monthly installments unless otherwise
specified. The salaries and expenses are as follows:

(h) (1) In Cecil County, the State's Attorney's salary is
[$22,500] $38,500 a year and he may serve part time. In addition
to the compensation provided for in this section, the State's
Attorney[:

(i) For] FOR the operation of his office and
the performance of his duties, shall be entitled to a reasonable
expense allowance which shall be [subject to the approval of the
Board of County Commissioners; and

(ii) Is eligible to participate in the health
care plan that is negotiated for county employees] AS PROVIDED
FOR IN THE CECIL COUNTY BUDGET.

(2)  The State's Attorney may appoint [6] ONE DEPUTY
AND SUCH assistant State's attorneys AS ARE PROVIDED FOR IN THE
CECIL COUNTY BUDGET to serve part time at the pleasure of the
State's Attorney. [The first assistant State's attorney's salary
shall be not less than $15,000 a year and the remaining assistant
State's attorneys' salaries shall be not less than $13,000 a year
each.] THE SALARY OF THE DEPUTY STATE'S ATTORNEY AND THE
ASSISTANT STATE'S ATTORNEYS SHALL BE AS PROVIDED FOR IN THE CECIL
COUNTY BUDGET.

(3)  The DEPUTY STATE'S ATTORNEY AND THE assistant
State's attorneys shall have the same legal powers as the State's
Attorney to represent the State before grand juries and in the
trial of criminal proceedings.

(4)  The State's [Attorney's appropriation for special
work and the employment of extra help is $500, to be spent only
with the approval of the judge of the Circuit Court] ATTORNEY MAY
APPOINT CLERICAL, SECRETARIAL, ADMINISTRATIVE, AND OTHER
ASSISTANTS AS THE STATE'S ATTORNEY DEEMS NECESSARY FOR THE PROPER
CONDUCT OF THE OFFICE. THE SALARIES FOR THESE POSITIONS SHALL BE
AS PROVIDED FOR IN THE CECIL COUNTY BUDGET.

(5)  The State's Attorney is the appointing authority
for all employees of that office AND THEY SHALL SERVE AT THE
PLEASURE OF THE STATE'S ATTORNEY.

(6)  THE STATE'S ATTORNEY, DEPUTY STATE'S ATTORNEY,
AND ASSISTANT STATE'S ATTORNEYS SHALL BE ENTITLED TO ALL BENEFITS
RECEIVED BY FULL-TIME EMPLOYEES OF CECIL COUNTY.

(7)  THE STATE'S ATTORNEY'S ALLOWANCE FOR SPECIAL WORK
AND EMPLOYMENT OF EXTRA HELP IS $1,500 A YEAR, TO BE SPENT ONLY
