13-105.

(a) (1) There is a Board of Trustees for the Trust Fund
consisting of 13 members.

(2) Of the 13 members:

(i) The 9 voting members shall be:

1.  The Comptroller of the Treasury;

2.  The Secretary of Natural Resources or
a designee of the Secretary;

3.  The Secretary of Human Resources or a
designee of the Secretary;

4.  The Secretary of Transportation or a
designee of the Secretary;

5.  The Secretary of Budget and Fiscal
Planning or a designee of the Secretary;

6.  1 member from the public appointed by
the Governor;

7.  3 members of local government
appointed by the Governor in the following manner:

A.  1 person from a list of 3 persons
submitted by the Maryland Association of Counties;

B.  1 person from a list of 3 persons
submitted by the Maryland Municipal League; and

C.  1 person representing Baltimore City,
nominated by the Mayor of Baltimore. 4

(ii) The 4 nonvoting ex officio members shall
be:

1. The chairman of the Committee on
Environmental Matters of the House of Delegates;

-----                                2. The chairman of the Committee on

Appropriations of the House of Delegates;

3.  The chairman of the Committee on
Economic Affairs of the Senate of Maryland; and

4.  The chairman of the Committee on
Budget and Taxation of the Senate of Maryland.
