EXECUTIVE ORDER OF APRIL 25, 1985

COMMUTATION
LEO ABRAHAM CEPHAS
WHEREAS, Leo Abraham Cephas, Grantee, has been convicted of
Murder-First Degree and Assault and Battery and was
sentenced to life plus 10 years imprisonment on September 6,
1974, Indictment Numbers 3042 and 3043, in the Dorchester
County Circuit Court; and
WHEREAS, Leo Abraham Cephas has maintained an excellent
institutional adjustment since his incarceration at the
Maryland Penitentiary; and
WHEREAS, The Maryland Parole Commission, in consideration of his
institutional adjustment, his age, and his medical
condition, had unanimously recommended that the sentence of
Leo Abraham Cephas be commuted; and
WHEREAS, Article 41, Section 107(d), of the Annotated Code of
Maryland provides that a commutation of sentence shall be in
the form of a written executive order signed by the Governor
under the great seal of Maryland;
NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF THE STATE OF
MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, HEREBY ORDER THAT THE
LIFE PLUS 10 YEAR SENTENCE OF LEO ABRAHAM CEPHAS, GRANTEE,
BE COMMUTED TO THIRTY YEARS, AS RECOMMEND BY THE MARYLAND
PAROLE COMMISSION.
