which can be given effect without the invalid provision or
application, and for this purpose the provisions of this
Proclamation are declared severable.

Section 12. Effective Date. This Proclamation shall take

effect immediately and, except as otherwise specifically

provided above, shall remain in effect only for calendar
year 1984.

EXECUTIVE ORDER OF AUGUST 17, 1984

MARYLAND JUVENILE JUSTICE ADVISORY COUNCIL

WHEREAS, The importance of prevention programs for juvenile
delinquency has long been recognized; and

WHEREAS, There is a continuing need to develop innovative
approaches and effective responses to delinquent behavior;
and

WHEREAS, There is a wide variety of state and local agencies,
organizations, commissions and advisory groups active in
juvenile delinquency prevention and the juvenile justice
systems; and

WHEREAS, There is a need to improve the coordination, planning
and administration of services to juveniles involved with
Maryland's justice system; and

WHEREAS, The Governor and the General Assembly believe that the
issues related to juvenile delinquency and the juvenile
justice system merit the establishment of an independent
juvenile justice advisory group; and

WHEREAS, The Federal Juvenile Justice and Delinquency Prevention
Act of 1974 (P.L. 93-415), as amended by the Juvenile
Justice Amendments of 1980 (P.L. 96-509), requires that each
state designate a single state agency to receive formula
grants for the creation of a juvenile justice advisory
group;

NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF THE STATE    OF

MARYLAND, by virtue of the authority vested in me by  the

Constitution and laws of Maryland, do hereby promulgate     the
following executive order, effective July 1, 1984:

1. The Maryland Juvenile Justice Advisory Council
(The Council) is created as an independent unit
within the Department of Health and Mental
