WHEREAS, These citizens should be provided with a means for
the disposal of these small quantities of hazardous substances;
and
WHEREAS, These citizens should be made aware of the problems
associated with improper disposal of these substances; now,
therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Maryland Environmental Service, in conjunction with the
Department of Health and Mental Hygiene, is requested to study
the feasibility of developing an amnesty days program to provide
an opportunity for participants to dispose of small quantities of
hazardous substances at no cost to the participant; and be it
further
RESOLVED, That the Maryland Environmental Service report its
findings and recommendations to the Governor and the General
Assembly by January 1, 1986; and be it further
RESOLVED, That copies of this Resolution be forwarded by the
Department of Legislative Reference to the Honorable Harry
Hughes, Governor of Maryland, the Honorable Benjamin L. Cardin,
Speaker of the House of Delegates, the Honorable Melvin A.
Steinberg, President of the Senate of Maryland, the Honorable
Torrey Brown, Secretary of the Department of Natural Resources,
and the Honorable Adele Wilzack, Secretary of the Department of
Health and Mental Hygiene.

A House Joint Resolution concerning
Study to Control Rabies Infections
FOR the purpose of requesting the Governor and the Legislative
Policy Committee to appoint a task force to recommend ways
in which to control the spread of rabies in Maryland.
WHEREAS, Currently, Maryland is the leading state for the
number of cases of rabies; and
WHEREAS, Many animals are known to carry and spread rabies;
and
WHEREAS, Some program or coordinated effort should be made
to control the spread of rabies; now, therefore, be it
