3712                                            JOINT RESOLUTIONS

(16)  A member of the Apartment and Office Building
Association;

(17)  A member of the Maryland Association of Realtors;

(18)  A representative of the plastics industry;

(19)  A representative of the insurance industry;

(20)  A representative of the chemical industry;

(21)  The State Fire Marshal or the Fire Marshal's designee;

(22)  The Director of the Maryland Fire and Rescue
Institute;

(23)  A representative of a major medical institution in the
State;

(24)  2 citizens of the State representing the general
public;

(25)  The Chief Medical Examiner of the State or the Chief
Medical Examiner's designee;

(26)  2 members of the Senate of Maryland, appointed by the
President of the Senate; and

(27)  2 members of the House of Delegates, appointed by the
Speaker of the House; and be it further

RESOLVED, That the Governor designate the Chairman of the
Task Force; and be it further

RESOLVED, That the Task Force shall study the causes of
building fire deaths, the contribution of building materials and
furnishings in fire deaths, the safety of these materials and
furnishings, the current state of the art of hazard analysis,
that includes the combustibility (i.e., ease of ignition), rate
of heat release, smoke development and products of combustion
toxicity, the effectiveness of protection devices such as quick
response sprinklers, and current research being conducted to
reduce the fire death rate; and, if appropriate, shall recommend
to the General Assembly, by no later than January 1, 1987,
changes in regulations and legislation it considers necessary;
and be it further

RESOLVED, That the Task Force shall submit its final report
and recommendations to the Governor and the General Assembly by
January 1, 1987; and be it further

RESOLVED, That the staff of the Task Force be provided by
the Governor's office; and be it further
