municipal corporation to provide, over a period not to exceed 5
years, for the accumulated effect of the moratorium granted by
the Systems to the municipal corporations on accrued liability
payments due between July 1, 1980 and July 1, 1985. The
adjustment shall reflect the actual contributions made by each
municipal corporation and the actual ratio of investment income
of the Systems as compared to the contributions that would have
been made if the moratorium had not been granted and if the
provisions of Sections 1 and 2 of this Act had been in effect.
SECTION 3 4. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1985.

FOR the purpose of exempting, under certain conditions, from
certificate of need requirements, health care facilities
built by providers of continuing care to provide
domiciliary, personal, or nursing care.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

(l)(1) "Related institution" means an organized
institution, environment, or home that:
(i) Maintains conditions or facilities and
equipment to provide domiciliary, personal, or nursing care for 2
or more unrelated individuals who are dependent on the
administrator, operator, or proprietor for nursing care or the
