SECTION 2. AND BE IT FURTHER ENACTED, That, pursuant to
Article III, § 35, of the Constitution of Maryland, this Act may
not be construed to extend or apply to the salary or compensation
of the Howard County Sheriff in office on the effective date of
this Act, but the provisions of this Act concerning the salary
or compensation of the Howard County Sheriff shall take effect at
the beginning of the next following term of office.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.

AN ACT concerning

Education - Baltimore City Public School Employees

FOR the purpose of requiring authorizing the public school
employer in Baltimore City to negotiate with a certain
employee organization a fee for representing certain
employees who are not members of the employee organization;
and requiring certain employees who are exempted from paying
the fee to furnish to the public school employer and the
employee organization written proof of a certain payment to
a certain charitable organization.

(a) An employee organization designated as an exclusive
representative shall be the negotiating agent of all public
school employees in the unit in the county.
