SECTION 2. AND BE IT FURTHER ENACTED, That the Health
Services Cost Review Commission submit to the General Assembly a
preliminary report by October 1, 1986 and each year thereafter on
the following:

(1) Regulatory, procedural, and policy changes in the past
year and those proposed to be made in the current year;

(2) The full and partial rate reviews conducted in the past
year and scheduled for the current year;

(3) Overall financial condition of Maryland hospitals
including hospitals in "poor" financial condition;

(4) Involvement of interested parties in the regulatory
process;

(5) The types of uses made of the physician information
required under this Act;

(6) The standards used to determine if a facility is
effectively and efficiently operated and utilized;

(7) The relation of payor mix, location, severity of
illness, and uncompensated care to the objective standards; and

(8) Efforts used to reduce costs in high cost hospitals.

SECTION 3 2 3. AND BE IT FURTHER ENACTED, That this
Act shall take effect June 1, 1985.

AN ACT concerning

(Senate Bill 584)

FOR the purpose of providing for the acquisition of Maryland
banks, Maryland bank holding companies, and holding
companies having a Maryland bank subsidiary by bank holding
companies whose operations are conducted in certain other
states and the District of Columbia for a certain period of
4 years time on a reciprocal basis; providing for such
acquisitions on a national reciprocal basis on and after a
certain date and in additional certain states after a
certain period of time on a reciprocal basis; providing
definitions; providing certain conditions and limitations;
