In subsection (a)(1) of this section, the phrase "full
authorized membership" is substituted for the former,
ambiguous reference to the "entire membership", which
could be. read either as all of the authorized members
or all of the members then serving. The President and
the Speaker have indicated that the substituted phrase
reflects the intent of the former reference.

Subsection (a)(2) of this section is revised to
require members to "concur" in an action, rather than
"approv[e]" the action, since the action may be
disapproval.

In subsection (a)(2) of this section, the reference to
"8 members" is substituted for the former reference to
"six members". The former reference was a majority of
the quorum of the Committee as created by Ch. 362,
Acts of 1976, but was less than a majority of the
quorum of the Committee as constituted after the
increase in its membership by Ch. 3, Acts of 1979.
The President and the Speaker have indicated that the
failure to amend the voting requirement in former Art.
40, § 35, to reflect the increased membership under
former Art. 40, § 27(a), was inadvertent.

Also in subsection (a)(2) of this section, the word
"substantive", which formerly modified "act", is
deleted since the President and the Speaker have
indicated that the requirement of subsection (a)(2) of
this section applies generally to the actions of the
Committee and is not confined only to those actions
that are "substantive".

In subsection (b)(1) of this section, the reference to
the "times and places that its cochairmen determine"
is substituted for the former reference to "a place
[the Committee] designates", which was silent as to
the times of meetings and imposed the duty on the
Committee, as a whole, to select a meeting place. The
substituted language conforms to practice.

(1)  TO REVIEW THE WORK OF THE STANDING COMMITTEES;

(2)  TO COLLECT INFORMATION ABOUT THE GOVERNMENT AND
GENERAL WELFARE OF THE STATE;
