agent, resident scrap metal processor, or resident scrap metal
processor's agent without a license therefor, which license shall
be issued as provided in this [subsection] SECTION.

(b) Except as hereinafter specifically authorized, no
person shall engage in the practice of professional forestry as
defined in this [subtitle] SUBHEADING or, in any matter advertise
or hold himself out as engaged in such practice, without first
being licensed as a registered professional forester under this
subheading.

All moneys collected under this [subtitle] SUBHEADING shall
be paid over to the State Treasurer, and shall become general
funds of the State. Such moneys shall thereafter be disbursed by
the Comptroller only pursuant to an appropriation made in
accordance with §§ 32 and 52 of Article 3 of the Constitution or
pursuant to the provisions of §§ 1 through 15, inclusive, of
Article 15A of this Code, title "Budget and Procurement," as
amended from time to time. The secretary of the Board shall, upon
entering the performance of his duties, be covered by a surety
bond in accordance with the provisions of §§ 46 through 50 of
Article 78A of the Annotated Code of Maryland.

The provisions of this [subtitle] SUBHEADING creating the
Maryland Board of Registration for Foresters and relating to the
regulation of foresters and any regulations promulgated under
this [subtitle] SUBHEADING are of no effect and may not be
enforced after July 1, 1994.

(b) The Board shall be appointed by the Governor with the
advice and consent of the Senate and shall consist of five
members[.]:
(1) One member shall be the Commissioner of Consumer
Credit, who shall be chairman;
(2) Two members shall represent debt collection
agencies;
be either:
(3) Two members shall represent consumers and shall
(i) An officer or board member of a recognized
consumer group in this State; or
(ii) An employee of a county consumer
protection agency or other local consumer protection agency of
this State.
