adopted by the contract or commitment to which the agreement is
supplementary; and (2) the Commission will be able to meet the
obligations to be incurred by it in the acquisition, including
the payment of interest on the obligations, from the proceeds of
the seven cent (7¢) tax authorized and directed to be levied in
that portion of the metropolitan district lying within Montgomery
County or from the proceeds of the five cent (5¢) tax authorized
and directed to be levied in that portion of the metropolitan
district lying within Prince George's County. In determining
whether the Commission will be able to meet the obligation from
the proceeds of the taxes, the County Council or County
Commissioners shall compute the proceeds upon the assessable
basis of those portions of the metropolitan district lying within
Montgomery [or] AND Prince George's counties, [respectively]
RESPECTIVELY, for the fiscal year in which approval is sought and
upon the assumption that the entire tax levied will be collected
so long as any of the obligations to be incurred pursuant to the
supplementary agreement are outstanding and unpaid.

The Commission may acquire lands for the purposes described
in §§ 5-118, 6-101 and 6-102 of this article outside the
metropolitan district in Montgomery County and in Prince George's
County, but within the Maryland-Washington Regional District in
those counties, if the Commission finds within the exercise of
its discretion that the acquisitions are necessary to preserve
any portion of the Commission's regional park plan for the
metropolitan district in Montgomery County and Prince George's
County, respectively, which plan is a part of the Commission's
general plan for the physical development of the
Maryland-Washington Regional District. Except as limited by §
3-102 of this article, the Commission may expend, for the
foregoing purposes, any current funds which under the provisions
of this article are authorized to be expended for land
acquisitions in the respective counties within the metropolitan
district for the purposes authorized by this section, and the
funds which may be so expended by the Commission in that portion
of the Maryland-Washington Regional District known as the Upper
Montgomery County Metropolitan [District,] DISTRICT may include
the proceeds of bonds issued by the Commission under § 6-102 of
this article.
5-105.1.
(a) (4) "Displaced person" means any person who, after July
1, [1975] 1975, moves from real property, or moves his personal
property from real property, as a result of the acquisition of
that property by the Commission, in whole or in part, or as the
result of a written order of the [Commission,] COMMISSION to
vacate real property for a public works program or project
undertaken by the Commission.
(d) (2) Any displaced person eligible for payments under
[subsection (d)(1) of this section] PARAGRAPH (1) OF THIS
