from the department, and the Chairman of the Regional
Planning Council has supported that recommendation; and

WHEREAS, It is desirable to remove the Regional Planning Council
from the Department of State Planning for reasons of
governmental efficiency;

NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF THE STATE OF
MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, HEREBY ISSUE THE
FOLLOWING EXECUTIVE ORDER, EFFECTIVE IMMEDIATELY:

1.    Executive Order No. 01.01.1972.02 issued on February
7, 1972 to assign the Regional Planning Council to the
Department of State Planning is rescinded.

2.    The Regional Planning Council is not assigned to any
principal department of the State government. The
Regional Planning Council shall be constituted and
shall have and exercise the rights, powers, duties,
obligations and functions provided by law.

WHEREAS, The Governor's Council of Economic Advisors was
established as an agency of the Executive Branch of the
Government of the State of Maryland by Executive Order No.
01.01.1969.04, promulgated on June 5, 1969, and assigned to
the Department of Budget & Fiscal Planning by Executive
Order No. 01.01.1973.06 on April 26, 1973; and

WHEREAS, The Governor's Council of Economic Advisors has not
been functioning for a number of years due to the absence of
funding by the General Assembly; and

WHEREAS, In the interest of governmental efficiency, it is
desirable to abolish this obsolete Council; and

WHEREAS, Executive Order No. 01.01.1969.09, promulgated on
October 28, 1969, established the framework for achieving
and maintaining the State automatic data processing
resources; and
