Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1553.

This bill deletes the term "extended care facility" from the
definition of a "related institution." It also restricts the
rate setting powers of the Health Services Cost Review Commission
for comprehensive care facilities to those it currently
regulates.

Senate Bill 842, which was passed by the General Assembly
and signed by me on May 15, 1984, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 1553.

AN ACT concerning

Cost Review Commission - Nursing Homes

FOR the purpose of altering the definition of a "related
institution" as it applies to the Health Services Cost
Review Commission by restricting the term to refer to a
certain comprehensive care facility that is presently
regulated by the Commission; and excluding an extended care
facility from the definition of a "related institution".

BY repealing and reenacting, without amendments,

Article - Health - General
Section 19-201(c)
Annotated Code of Maryland
(1982 Volume and 1983 Supplement)

BY repealing and reenacting, with amendments,

Article - Health - General
Section 19-201(d)
Annotated Code of Maryland
