line, in the tidal waters of the State may be retained for
personal consumption during the period May 1 of one year through
the end of February of the next year.
(3) Each unlicensed noncommercial hook-and-line
fisherman may not retain more than five striped bass, or hybrids
of striped bass, per day.
(4) During the period March 1 through May 31,
inclusive, any striped bass, or hybrid of striped bass, caught in
a pound net, in any tidal waters of the State, shall be
immediately returned to the water.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act is not
intended to repeal or replace any provision of Title 4 of the
Natural Resources Article, nor any rule or regulation adopted
under Title 4 of the Natural Resources Article, except for the
provisions of any rule or regulation adopted by the Department of
Natural Resources under Natural Resources Article, § 4-732, and
any rule or regulation adopted by the Department under Natural
Resources Article, § 4-2A-03, to conserve striped bass, which are
intended to be repealed and replaced by the provisions of Section
2 of this Act.
SECTION 3 4. AND BE IT FURTHER ENACTED, That this Act is
declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

AN ACT concerning
Baltimore City - Eminent Domain - Sports Franchises
FOR the purpose of clarifying a class of property rights which
Baltimore City may acquire by negotiation or condemnation,
by specifically designating professional sports franchises
within such class of property rights; stating certain
legislative findings; and making this Act an emergency
measure.
