The word "places" is added to conform to similar
provisions as to meetings.

The second sentence of former Art. 40, § 91, which
prohibited compensation but provided for reimbursement
of expenses, is deleted as unnecessary in light of the
general provisions for compensation and to avoid the
unintended implication that compensation and
reimbursement of the members of this Committee differ
from the general provisions.

2-706. RULES.

(A)  IN GENERAL.

THE COMMITTEE HAS THE FUNCTIONS TO:

(1)  PROPOSE, BY JOINT RESOLUTION, RULES OF
LEGISLATIVE ETHICS; AND

(2)  SET GUIDELINES AND PROCEDURES TO CARRY OUT THE
RULES THAT ARE ADOPTED.

(B)  SCOPE.

A RULE OF LEGISLATIVE ETHICS MAY SUPPLEMENT BUT MAY NOT BE
INCONSISTENT WITH THE PROVISIONS OF ARTICLE 40A OF THE CODE THAT
RELATE TO MEMBERS OF THE GENERAL ASSEMBLY.

(C)  DURATION.

A RULE OF LEGISLATIVE ETHICS IS EFFECTIVE WHETHER OR NOT THE
GENERAL ASSEMBLY IS IN SESSION.

REVISOR'S NOTE: This section is new language derived
without substantive change from former Art. 40, §
90(2) and the first and third sentences and the first
clause of the second sentence of (1).

In subsection (c) of this section, the clause "whether
or not ... in session" is substituted for the former
phrase "on a year-round basis", for clarity.

The second clause of the second sentence of former
Art. 40, § 90(1), which stated a rule becomes
effective on adoption of the joint resolution by a
constitutional majority, is deleted as unnecessary in
light of Md. Constitution, Art. III, § 28.
