ROBERT L. EHRLICH, JR., Governor                           H.B. 949 SECTION 2. AND BE IT FURTHER ENACTED, That on the effective date of
this Act, all public school buildings in Baltimore City on property held under a clear
deed and title by the Baltimore City Board of School Commissioners shall be
transferred to the Mayor and City Council of Baltimore.
SECTION 3. 2. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2005.

Annapolis, MD 21401 Dear Mr. Speaker: In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 949 - Law Enforcement Officers' Pension System - Membership -
Aviators with the Department of State Police.
This bill provides civilian aviators who operate aircraft for the State Emergency
Medical System and who are employed by the Department of State Police with
membership in the Law Enforcement Officers' Pension System. The bill also provides
optional membership for specified aviators. Senate Bill 510, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 949. Very truly yours,

Governor House Bill No. 949 AN ACT concerning Law Enforcement Officers' Pension System - Membership - Aviators with the Department of State Police FOR the purpose of providing certain aviators who are employed by the Department
of State Police to operate an aircraft for the State Emergency Medical System
with membership in the Law Enforcement Officers' Pension System; making
membership optional for certain aviators; and generally relating to retirement
benefits for aviators who operate aircraft for the State Emergency Medical
System. BY repealing and reenacting, with amendments,
