Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 232 - Task Force on Assistance to Disabled Veterans Establishing
Small Businesses.
This bill establishes a Task Force on Assistance to Disabled Veterans Establishing
Small Businesses that will be staffed by the Board of Public Works. The bill specifies
the membership and duties of the Task Force, requires the Governor to appoint a
chair of the Task Force, and prohibits the members of the Task Force from receiving
compensation but authorizes specified reimbursement. The bill also requires the Task
Force to report to the Governor and the General Assembly by December 1, 2005.
Senate Bill 319, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 232.

AN ACT concerning
Procurement Disabled Veteran Business Enterprise Participation
Task Force on Assistance to Disabled Veterans Establishing Small
Businesses
FOR the purpose of establishing a preference for certain disabled veterans for certain
procurements; requiring the Department of Veterans Affairs to jointly establish
certain procurement goals with certain procurement units; requiring certain
procurement units to determine if certain responsible bidders or offerers have
acted in good faith to fulfill certain procurement goals; establishing criteria for
determining if certain responsible bidders and offerors acted in good faith to
fulfill certain procurement goals; requiring a certain agency to establish certain
regulations to certify and decertify disabled veteran business enterprises;
requiring a certain agency to designate a certain advocate to oversee, promote,
and coordinate disabled veteran business enterprise participation; requiring
certain procurement units to adopt certain rules and regulations; requiring
certain procurement units to designate a certain advocate to oversee, promote,
and coordinate disabled veteran business enterprise participation; requiring
certain procurement units to make certain reports on or before a certain date;
requiring the Department of Veterans Affairs to make certain reports on or
