senior health issues, appointed by the Governor; (12)   one representative of the housing industry with expertise in senior
housing and retirement community issues, appointed by the Governor; (13)   one representative of the Center on Aging, University of Maryland
College Park, appointed by the Governor; (14)   one representative of the Maryland Institute for Policy Analysis and
Research, University of Maryland Baltimore County, appointed by the Governor; (15)   one representative of Loyola College in Maryland, appointed by the
Governor; (16)   one representative of the Regional Economic Studies Institute,
Towson University, appointed by the Governor; (17)   one representative of the United Seniors of Maryland, appointed by
the Governor; and (18)   one representative of Salisbury University in Maryland, appointed by
the Governor. (c)      To the extent practicable, the Governor shall attempt to ensure regional,
ethnic, economic, and gender diversity on the Task Force. (d)     The University System of Maryland shall provide staff support to the Task
Force. (e)     A member of the Task Force may not receive compensation for serving on
the Task Force, but is entitled to reimbursement for expenses under the Standard
State Travel Regulations, as provided in the State budget. (f)      (1) The Task Force shall oversee and assist in preparing a
comprehensive and objective study to be conducted by the Maryland Institute for
Governmental Service, the Maryland Institute for Policy Analysis and Research,
Loyola College in Maryland, and the Regional Economic Studies Institute. (2) The study shall: (i) review the dynamics of elderly and retiree migration into and
out of the State; (ii) assess the impact, if any, that the tax policies and benefits of
the State and other states have on elderly and retiree migration, including: 1.       a comparison of the total tax burden in the State on the
elderly and retirees as compared to other states; and 2.       a comparison of the total tax burden in the State on the
elderly and retirees as a percentage of personal income as compared to other states;
