SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1981, and shall remain effective for a period
of [2] 7 6 years and, at the end of June 30, [1983] 1988
1987, and with no further action required by the General
Assembly, this Act shall be abrogated and of no further force and
effect.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1983.

Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 466.
This bill prohibits denying admittance to or interfering
with the enjoyment of certain public facilities by any blind or
visually impaired, or deaf or hearing impaired persons. Failure
to comply constitutes a misdemeanor and, upon conviction, is
subject to a fine not to exceed $500 for each offense.
House Bill 1211, which was passed by the General Assembly
and signed by me on May 31, 1983, accomplishes the same purpose.
Therefore it is not necessary for me to sign Senate Bill 466.

Blind and Deaf Individuals - Rights - Penalties for Violations
FOR the purpose of providing that any person who violates certain
provisions relating to the rights of blind individuals is
civilly liable to the injured party for certain damages;
altering a certain penalty for certain violators persons
convicted of a certain misdemeanor; violating certain rights
