are at risk of being inappropriately placed in State institutions
or nursing homes; and
WHEREAS, The State of Maryland has been unable to expand
community based service programs for these citizens because of
lack of funding; and
WHEREAS, The federal Social Security Act, as amended,
provided for such funding by way of waiver provisions under Title
XIX of the Act, upon approval of a State plan by the Secretary of
the U.S. Department of Health and Human Services; and
WHEREAS, Several states have already successfully applied
for and obtained such waivers; and
WHEREAS, This State has already applied for and obtained a
similar waiver with regard to the developmentally disabled; and
WHEREAS, Such waivers have proven to be cost effective and
will save the State money while providing much needed community
based service programs for the elderly; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the State
Department of Health and Mental Hygiene is urged to develop a
request for a waiver pursuant to Title XIX of the federal Social
Security Act in order to provide funding for community based
service programs for the elderly; and be it further
RESOLVED, That the State Department of Health and Mental
Hygiene request approval of this waiver by the Secretary of the
U.S. Department of Health and Human Services by the end of fiscal
year 1983, or as soon as practicable thereafter.

A Senate Joint Resolution concerning
Infants - Hearing Impairments
FOR the purpose of requesting the State Department of Health and
Mental Hygiene to develop and implement procedures for the
identification of present or potential hearing impairment at
birth, and follow-up of infants who have or may develop a
hearing impairment; such procedures are to be in accordance
with the guidelines established by the 1982 Statement of the
Joint Committee on Infant Hearing of the American Academy of
Pediatrics, the Academy of Otolaryngology-Head-Neck Surgery,
the American Nurses Association, and the American
Speech-Language-Hearing Association.
