service and law enforcement personnel
in arson prevention, detection, and
control;
(d) The adequacy of the methods used
in the collection of arson data in
Maryland, including the availability
of information systems used to
predict incidents of arson;
(e) The existence of State and local
laws, programs or practices, which
may have the inadvertent effect of
contribution to arson, including
those related to insurance and
housing;
(f) The existence of institutional
impediments with in State and local
government to effective arson
prevention, detection, and control;
(g) Strategies for the
identification and counseling of
juveniles impelled to commit arson,
including a program for training
juvenile counselors; and
(h) Public education or community
programs on the extent, causes, and
prevention of arson.

WHEREAS, The Governor's Commission on Law Enforcement and
the Administration of Justice was created by Executive
Order in June, 1967; and
WHEREAS, The composition and functions of the Commission
were revised by Executive Orders of April 4, 1969, June
5, 1969, January 15, 1971, April 14, 1975, November 13,
1978 and December 21, 1978:
