EXECUTIVE ORDER OF DECEMBER 24, 1981

DECEMBER 1981 COMMUTATIONS OF INMATES WITHIN
THE JURISDICTION OF LOCAL AUTHORITIES

WHEREAS, Each of the inmates listed in this Executive Order
was convicted in this State by a court of competent
jurisdiction and is presently nearing the expiration
date of the sentence imposed;

WHEREAS, Each of the inmates is in the custody of a local
authority of a jail or detention center within the
State of Maryland;

WHEREAS, Each of the local authorities has reviewed,
approved, and recommended the commutations of sentences
of inmates within the custody of their respective
jurisdictions; and

WHEREAS, Assurances have been received from the local
authorities that:

(1)  None of these inmates has been
convicted of a crime of violence as defined
in Division of Correction Regulation 100-3
(6/15/81), and as so defined, includes
abduction, arson, kidnapping, manslaughter,
except involuntary manslaughter, mayhem,
murder, rape, robbery, sexual offense in
the first, second and/or third degree, use
of a handgun in the commission of a felony
or other crime of violence, an attempt to
commit any of the aforesaid offenses,
assault with intent to murder and assault
with intent to rape;

(2)  No detainers have been filed against
any of these inmates;

(3)  None of these inmates is serving a
commitment for escape;

(4) None of these inmates is serving a
commitment indicating that restitution was
