requiring the Commissioner of Labor and Industry to
confirm the registration status in writing within a
certain time and to give notice of any changes in
status; authorizing the Commissioner to promulgate
rules and regulations, undertake necessary
investigations and make certain inspections to
administer and enforce this Act; authorizing the
Commissioner to refuse to issue or renew or to suspend
or revoke a certificate of registration under certain
circumstances; prohibiting a person from engaging or
using the services of a farm labor contractor once that
person has received actual notice that the State
registration of the farm labor contractor the farm
labor contractor lacks a State certificate of
registration or that the certificate has been revoked
or suspended; providing for certain administrative
procedures prior to suspension or revocation of
registration; authorizing the Commissioner to assess
certain civil penalties for violation of this Act
giving consideration to certain factors; establishing
certain criminal sanctions against a farm labor
contractor for violation of this Act or against any
person interfering with its administration or
enforcement; requiring execution of a certain agreement
between the Commissioner and the Secretary of the U.S.

Department of Labor to minimize duplicative

registration and enforcement activities prior to any

enforcement_of the provisions of this Act; providing

for an effective date of the first day of January,
1983; and generally relating to farm labor contractor
registration in this State.

Section 80A through 80F to be under the new subtitle
