JOINT RESOLUTIONS
motor vehicle offenses; alternative methods of dispute
resolution; the problems of de novo appeals from and demands
for jury trials in the District Court; the structure of the
appellate courts; and the allocation of appellate
jurisdictions; and be it further
RESOLVED, That the commission report its findings and
recommendations to the 1983 session of the General Assembly;
and be it further
RESOLVED, That a copy of this Resolution be sent to the
Honorable Harry Hughes, Governor of Maryland; the Honorable
James Clark, Jr., President of the Senate of Maryland; the
Honorable Benjamin Cardin, Speaker of the House of
Delegates; the Honorable Robert C. Murphy, Chief Judge of
the Court of Appeals; Charles O. Fisher, Esq., President of
the Maryland State Bar Association, Inc., 207 East Redwood

A House Joint Resolution concerning
Unsolved Abductions and Murders
of Children in Atlanta, Georgia
FOR the purpose of urging the Administration of President
Reagan and to continue to use the resources of the
United States Justice Department to assist In the
solution of the unsolved abductions and murders of
children in Atlanta, Georgia; and recognizing a green
ribbon as a symbolic expression of sympathy and
concern.
WHEREAS, During the past 21 months, 21 African-American
children of Atlanta, Georgia have been abducted and
murdered; and
WHEREAS, These unsolved crimes have revolted shocked and
distressed the nation and sent waves of fear through the
hearts of its Atlanta's parents and children; and
WHEREAS, The State of Maryland, honorably designated
"The Free State", cherishes, among all freedoms, the freedom
from hatred and fear, from madness and murder; and
