South Calvert St., Baltimore, Maryland 21202; the Honorable
James Clark, President of the Senate of Maryland; the
Honorable Benjamin Cardin, Speaker of the House of Delegates
of Maryland; the Maryland Judicial Conference, Courts of
Appeal Building, Annapolis 21401; and the Independent Bail
Bond Association of Maryland, 101 East Mt. Royal Avenue,
Baltimore, Maryland 21202.

(Senate Joint Resolution No. 44)

A Senate Joint Resolution concerning

National Trauma Institute
Center for the Study of Trauma

FOR the purpose of requesting the U.S. Congress to designate
the Maryland Institute of Emergency Medical Services as
the National Trauma Institute Center for the Study of
Trauma.

WHEREAS, Trauma is defined by the medical profession as
shock to the human body resulting from sudden injury that
can, and frequently does, create permanent mental and
physical damage or causes death; and

WHEREAS, Trauma is the leading cause of death among
Americans between the ages of 1 and 39 and is the third
leading cause of death among all Americans; and

WHEREAS, Trauma-related accidents cost the taxpayers of
this country approximately $88.5 billion in 1980 alone; and

WHEREAS, The National Institute of Health through the
National Heart-Lung and Blood Institute and the National
Cancer Institute in 1980 provided $3.4 billion for all
research, and $1.5 billion for research involving the
nations nation's first and second leading causes of death
but only $7.8 million for direct trauma-related research;
and

WHEREAS, Funds made available for trauma-related
research are generally disbursed among a wide array of
groups and organizations which adversely impacts on the
quality of coordinated effort and exchanged information; and

WHEREAS, The National Academy of Science in its white
paper of 1966 entitled "Accidents, Death and Disability:
