RESOLVED, That these regulations should provide that
the foregoing procedures shall not apply to protect persons
who have obtained or who are utilizing gas or electric
service by fraudulent means, and that in such instances,
service may be terminated until responsibility for the
service has been assumed to the satisfaction of the gas or
electric company; and be it further
RESOLVED, That copies of this Resolution be sent to
Thomas J. Hatem, Chairman of the Public Service Commission
of Maryland, 229 East Baltimore Street, Baltimore, Maryland
21202; and to Mr. John K. Keane, Jr., People's Counsel, 229
East Baltimore Street, Baltimore, Maryland 21202.

A Senate Joint Resolution concerning
Commission on Groundwater Heat Pumps
FOR the purpose of requesting the appointment of a
Commission to recommend regulations on groundwater heat
pumps.
WHEREAS, Groundwater heat pump technology is recently
recognized as an efficient means of heating and cooling; and
WHEREAS, Equally efficient regulations on the use of
groundwater heat pumps have not been developed; and
WHEREAS, Existing regulations impede the use of
groundwater heat pumps because they were written before this
technology was known; and
WHEREAS, The consumer must be assured before installing
the system that the groundwater flow would sustain a
groundwater heat pump system; and
WHEREAS, Requiring a consumer to obtain a yield test
before the issuance of a water appropriation permit should
be investigated; and
WHEREAS, Prohibiting the discharge of water other than
by reinfection of the aquifer from the system should be
studied; and
WHEREAS, Technical considerations of groundwater heat
pump usage must be studied before efficient and
comprehensive regulations on this technology can be
developed; now, therefore, be it
