to pay the salary of the director, to purchase land,
construct improvements, and defray expenses for the
maintenance of park and recreation areas under the control
of the Board and for the support of the park and
recreational programs. The acquisition of property, with
the approval of the County Commissioners, may be by
purchase, condemnation, grant, bequest, devise, or lease of
the fee or any lessor interest, development right,
assignment, covenant or other contractual right necessary
for park and recreation programs. The County Commissioners
have the power to sell or in any manner dispose of these
parks and recreational properties subject to the [approval]
ADVICE AND CONSENT of the Charles County Board of Parks and
Recreation. Funds appropriated by the Board of Parks and
Recreation must be expended in accordance with the Board's
budget as approved by the County Commissioners. Any request
for a change in the expenditure of funds by the Board shall
be submitted in writing for approval to the County
Commissioners. Any request is presumed granted if not
denied within 30 days. No transfer of funds from one
category of the approved budget to another shall be
permitted without the written approval of the County
Commissioners.

(g) [The Board, subject to its budgetary limitations,
may employ personnel it considers necessary to administer
its functions properly.] The Board shall employ a director
of parks and recreation SUBJECT TO THE APPROVAL BY THE
COUNTY COMMISSIONERS, who shall be a person with training,
experience and capacity to initiate and maintain a program
of public recreation under his general supervision, and he
shall serve at the pleasure of the Board. The salaries of
all personnel shall be fixed by the Board and approved by
the County Commissioners. [However, the salary of a person
employed as of July 1, 1975 may not be lowered.] ALL
PERSONNEL OF THE DEPARTMENT SHALL BE GOVERNED BY COUNTY
POLICIES AND PROCEDURES UNLESS OTHERWISE AUTHORIZED BY THE
COUNTY COMMISSIONERS. THE BOARD WILL BE NOTIFIED AS TO THE
IMPLEMENTATION OF SUCH POLICIES AND PROCEDURES AND GIVEN AN
OPPORTUNITY TO COMMENT ON SUCH ACTIONS.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.
