has received fifty percent of the cost of establishment and
operation of the model shelter home, or agreements to
provide an equal amount of funds, including contributions in
kind, from other sources.]

(A) FUNDS FOR THE ESTABLISHMENT AND OPERATION OF THE
PROGRAM SHALL BE AS PROVIDED IN THE ANNUAL BUDGET.

[(c)] (B) The Secretary shall ALSO explore and attempt
to secure funding, including in kind contributions, from the
federal government, local governments, and private sources
for use in the establishment and operation of the [model
shelter home] PROGRAM.

The Secretary shall evaluate the need for additional
shelter homes in other areas of the State, and shall report
his findings to the General Assembly by January 1, 1979.]

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1981.

AN ACT concerning

Charles County - Board of Parks and Recreation

FOR the purpose of altering the powers of the Charles County
Board of Parks and Recreation by providing that the
County Commissioners shall appoint the members of the
Board, have the power to dispose of properties without
the approval with the advice and consent of the Board,
and approve the employment of all personnel to the
Board; and providing the Board and its personnel shall
comply with the county policies and procedures; and
generally relating to the powers and responsibilities
of the Board of Parks and Recreation in Charles County.
