EXECUTIVE ORDERS

WHEREAS, The General Assembly of Maryland has enacted a
comprehensive public ethics law. Chapter 513 of the
Acts of 1979 (codified as Code, art. 40A); and

WHEREAS, The State Ethics Commission has considered the
question of whether the Code of Ethics for Executive
Branch officers and employees previously promulgated by
the Governor of Maryland continues to serve any useful
purpose; and

WHEREAS, The Commission has concluded "that the Executive
Order duplicated the Maryland Public Ethics Law and
would cause confusion in the administration of the new
law;" and

WHEREAS, The Commission has requested that the Executive
Order be rescinded as of July 1, 1979;

NOW, THEREFORE, I, HARRY HUGHES, GOVERNOR OF MARYLAND, BY
VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, DO HEREBY PROCLAIM
THAT EXECUTIVE ORDER 01.01.1969.07, DATED SEPTEMBER 4,
1969, AND ALL AMENDMENTS THERETO (I.E., EXECUTIVE
ORDERS 01.01.1970.14 AND 01.01.1978.09) SHALL BE AND
HEREBY ARE RESCINDED, EFFECTIVE RETROACTIVELY AS OF
JULY 1, 1979.

COMMISSION ON STATE DEBT

WHEREAS, Sound fiscal planning is essential to efficient
government; and

WHEREAS, It is desirable to maintain continuing study and
review of all matters concerning the State debt and its
management; and

WHEREAS, Previously there was established the Committee to
Study the State Debt which assisted in this function;
and

WHEREAS, It is now desirable to establish a Commission on
State Debt as an advisory group to the Board of Public
Works;
