EXECUTIVE ORDERS

A well may not be drilled until [the Department issues]
a permit HAS BEEN OBTAINED UNDER THIS SUBTITLE. In applying
for a permit, the driller shall give the Department OF
HEALTH AND MENTAL HYGIENE the information it requires. As a
condition to issuing a permit, the Department OF HEALTH AND
MENTAL HYGIENE may require samples of the materials
encountered in drilling the well to be preserved and
submitted to it. On completion of the drilling of any well,
the driller shall file a final report with the Department OF
HEALTH AND MENTAL HYGIENE giving the log of each well, size
and depth, diameters and lengths of casing and screen
installed, static and pumping levels, yield of the well, and
any other information pertaining to construction or
operation of the well the Department OF HEALTH AND MENTAL
HYGIENE requires.

8-605. Maintenance of wells; abandonmment of wells.

The owner of a well shall maintain it in accordance
with the rules and regulations of the Department OF HEALTH
AND MENTAL HYGIENE. On abandoning any existing well or test
hole, the well owner shall notify the Department OF HEALTH
AND MENTAL HYGIENE and effectively seal and fill the well or
test hole in accordance with the rules and regulations of
the Department.

Part III. Well Drillers

8-607. Board of well drillers.

(a) Established. — There is a Maryland State Board of
Well Drillers in the Department OF HEALTH AND MENTAL
HYGIENE.

(b)  Composition; appointment and terms of members;
chairman; vacancies. —The Board consists of seven members
appointed for a two year term by the Governor, with the
advice of the Secretary OF HEALTH AND MENTAL HYGIENE, and
the advice and consent of the Senate. The representation of
four of the seven appointments shall be as follows: one from
the Eastern Shore, which comprises the counties of Caroline,
Cecil, Dorchester, Kent, Queen Anne's, Somerset, Talbot,
Wicomico, and Worcester; one from central Maryland, which
comprises Baltimore City and the counties of Baltimore,
Carroll, Harford, Howard, and Montgomery; one from southern
Maryland, which comprises the counties of Anne Arundel,
Calvert, Charles, Prince George's, and St. Mary's; and one
from western Maryland, which comprises the counties of
Allegany, Frederick, Garrett, and Washington. A regional
appointee shall be a licensed well driller actively engaged
at the time of his appointment in the well-drilling business
in the State. The Governor shall appoint the remaining
three members of the Board upon the recommendation of the
Secretary OF HEALTH AND MENTAL HYGIENE and with the advice
